以负责任的态度面对这个问题，绿色发展或许是唯一答案。从泰国路上的新能源汽车、哈萨克斯坦的风电项目到埃及的太阳能路灯、老挝的“低碳示范区”，中国与合作伙伴共同播撒的“绿色种子”正为地球村增添一抹抹绿色。
然而，美西方一些政客和媒体近期联手炒作所谓“产能过剩论”，专门针对中国新能源汽车、锂电池、光伏等新能源产业，试图营造“过剩产能冲击世界”的恐慌感。这些绿色产能真的“过剩”吗？事实恰恰相反：绿色产能不是过剩，而是严重不足。
看全球供需——绿色产能供不应求，发展空间广阔。在南非，德阿风电项目并网发电，有效缓解当地电力供应短缺局面；在肯尼亚，加里萨光伏电站投入运营，让数万户家庭远离“电荒”，也让可再生能源“从梦想走进现实”。对全球许多国家而言，新能源产品有着巨大缺口和潜力。据国际能源署测算，2030年全球新能源汽车需求量将达4500万辆，是2022年的4倍多；全球光伏新增装机需求将达820吉瓦，是2022年的约4倍。可以说，当前绿色优质产能远远不能满足市场需求，中国新能源产业发挥空间相当可观。德国罗兰贝格国际管理咨询有限公司高管丹尼斯·德普认为，未来5年全球需要增加大量的可再生能源产能，以与《巴黎协定》应对全球变暖的承诺保持同步。
看市场表现——“新能源”中国制造非但不过剩，还是紧俏货。高质量、高效能、高性价比的中国产品，丰富了全球供给，为消费者带来实惠。2023年，中国“新三样”产品出口首次突破万亿元大关，每出口3辆汽车就有1辆是电动载人汽车，光伏组件产量连续16年居全球首位，受到海外消费者欢迎。中国领先的电动汽车在欧洲平均售价大约是中国国内的2倍，也说明所谓“过剩”和“倾销”的说法根本站不住脚。英国汽车制造商和贸易商协会首席执行官迈克·霍斯说，更多中国电动汽车品牌进入英国，不仅降低了电动汽车价格，还鼓励了行业创新，让消费者和汽车行业都受益。那些鼓噪所谓“中国产能过剩”的人，难道是想说：一个个具有全球竞争力的中国电动汽车、光伏、锂电池制造商，只能为国内市场服务，而不能出口产品？
看实际贡献——中国新能源产业的发展，为全球应对气候变化和绿色低碳转型作出巨大贡献，体现负责任大国的担当。中国风电、光伏产品的出口，降低了全球清洁能源使用成本。中国还与100多个国家和地区开展绿色能源项目合作，源源不断与世界分享高质量的清洁能源产品。据统计，如果没有目前的清洁能源技术，过去5年全球碳排放量的增量将是现在的3倍左右。这当中，中国的优质产品和技术起到了重要作用。美国彭博社日前刊文认为，将性价比高的中国清洁产品排除在外，这种经济上的保护主义将会延缓全球能源转型。用保护主义捆绑新能源产业，无疑将削弱各国应对气候变化的能力。
一座座风机整齐伫立、成片光伏闪烁“涟漪”、电动汽车“轻盈”驾驶……这些画面，正让我们的蔚蓝星球多出一道道“绿色”的风景线，给关心未来的人们带来信心和好消息。但正如彭博社文章所说：“如果把中国排除在外，坏消息就来了。”今天，全球面临的问题是绿色产能不足，而非过剩。以“产能过剩论”遏制打压中国的产业升级和科技进步，无疑是站在了人类共同未来的对立面。
